(#5707550) Trio Tiles, first move (again)

In #14876945 on the first move in the game it says You have no valid move available. Click here to draw a tile. Is this the same problem that was solved in the problem below that was posted by wallywalter? If not, should I be expected to draw a tile? I'm confused.
