It says on the tournament page "This tournament will start shortly after 9:00 AM on 28 April 2025", The time is California time zone. The NG started early since the maximum number of entered players has been reached. Double elimination has no sections. Everything seems ok.

Two messages are weird on the BG page:
the one you noted, The section size is limited to 0 players, shouldn't be there for double elimination
The starting date for the round is missing, maybe it'll appear after the whole tournament is started later today.
