To quote from the rules: Placement of the remaining players is decided by the value of tiles left in their hands - each numbered card incurs as many penalty points as its number is, while Jokers incur 30 penalty points.

That is to say, the points only matter for the winner - everyone else's placement is determined based on what tiles they have left, not how many points they have scored.
