Take a little white paint and paint down the tips of the pine cones.
Make a big bow with tails hanging down. Tie bread tie to the back for hanging.
Hot glue pine cones and pine twigs to the bow tails.
You can put Elmer's glue on the pine cones and sprinkle with glitter also
