they are bark mushrooms also called bract or shelf mushrooms.

I looked up Bark mushrooms and it said they grow where a tree has been damaged. I remember seeing a wood pecker pecking away at that tree

Not so. Woodpeckers go to a tree because the tree is infested with bugs.
The woodpecker eats the bug that is eating the tree.

The damage I see in that picture was probably caused by a lightning strike.
